CALP Afrique, founded in 2018, is a pan-African strategic advisory firm based in Kinshasa, specializing in business law, legal and financial engineering, technology and digital transformation, and the structuring of high-impact projects, particularly Public-Private Partnerships (PPPs). We support governments, companies, investors, and international partners in the design, securing, and implementation of complex projects across key sectors such as energy, infrastructure, mining, agribusiness, and telecommunications.

Managing Partner
Linda Lubamba Luemba is a lawyer specialized in human rights and transitional justice, with over 20 years of experience, and Managing Partner of CALP Afrique. She has held strategic positions at the Ministry of Human Rights, the National Human Rights Commission, and the Ministry of Finance (public debt, participation in the Paris Club). Trained as a lawyer, she has also worked in microfinance at FINCA and serves on several boards of directors. Her areas of expertise include human rights, transitional justice, gender and the protection of women and children, public governance, public debt, microfinance, and public policy. She holds a Master’s degree in International Public Law with distinction from Université Kongo (formerly UNIBAZ) and is fluent in French and Lingala, with an intermediate level of English.

Kiese Bimuala is a finance and investment expert with over six years of experience in financial structuring, modeling, and high-impact PPP projects across Africa. Before joining CALP Afrique as Partner and Head of Finance, he worked as an Investment Analyst at MissioInvest, Investor Relations Assistant at Shelter Afrique, financial auditor at Deloitte DRC specializing in banking, and as a credit officer. He led the financial modeling and contributed to the final contract negotiations for the Kasumbalesa dry port project. His areas of expertise include PPPs, project finance, impact investing, financial modeling, and auditing. He holds a Bachelor’s degree in Financial Management from the University of Kinshasa and is pursuing a Master of Commerce (Finance) at Strathmore Business School. He completed executive training programs at the University of Cambridge, the University of Cape Town, and Strathmore University, and holds the F1F9 certification in Project Finance Modelling. He is fluent in French and English, as well as Lingala and Kikongo, with a basic knowledge of Swahili and Portuguese.

Dr. Rigobert has over 25 years of experience in the health and agro-industrial sectors in the Democratic Republic of the Congo. A former senior executive of the Agricultural Development Bank of the DRC, he has led numerous high-impact agribusiness projects across Central Africa. He is fluent in French and Kikongo, with an intermediate level of English.

Bate Ntoh Guily Sybelle is a finance and operations professional with more than five years of experience in consulting, microfinance, and higher education. A CPA-Kenya, she is an expert in financial planning and analysis, risk management, treasury, internal control, audit, accounting (IFRS), compliance, and digital finance. She has conducted research in digital finance for Musoni Microfinance and served as a Teacher Fellow at Strathmore Business School. She holds a Master’s degree in Development Finance (Strathmore University, with a module at Hochschule Mainz, Germany) and a Bachelor’s degree in Accountancy from the University of Bamenda, Cameroon. She is fluent in English and French, with C1-level proficiency in German.
